ABOUT THE CONFERENCE

Sexual misconduct by professionals remains a distressingly prevalent problem despite clear evidence that such conduct virtually always damages the patients/clients/counselees/parishioner involved.  It also significantly harms the families and communities of the victims/survivors and those of the professionals as well. Driven by current research, practitioners, educators, attorneys and advocates are developing innovative treatments, training programs, support networks, advocacy systems, legal and legislative initiatives, and systemic approaches that are beginning to bring about some promise of meaningful intervention and prevention of sexual misconduct by professionals.

Presenters at The Fourth International Conference will focus on the most recent insights into prevention and treatment as key factors of risk management in clinical treatment and pastoral care.  Participants will have the opportunity to be part of an international dialogue and to network with others from around the world concerned with this important topic. It is hoped that the conference will provide new and meaningful perspectives for the work of all participants, whether in research, clinical practice, pastoral care or counseling, training, legal practice, advocacy, and/or support services.

CONFERENCE OBJECTIVES

THIS PROGRAM WILL BE OF INTEREST TO:

Mental health professionals and paraprofessionals, clergy physicians and other health care professionals, substance abuse and chemical dependency professionals, program directors, administrators, regulators, attorneys, victims/survivors, and others interested in exploring progress and current challenges in the intervention and prevention of sexual misconduct by professionals.

"Prevention and Intervention in Professional Misconduct: International Perspectives"
This presentation will review developments around the world in a number of areas of work on sexual abuse by professionals in health care, psychotherapy, and religious work. There will be a review of major task forces and studies, as well as an examination of legislative solutions. Changes in the regulatory environment and the impact of criminalization will be discussed. Some key, high visibility civil cases will be discussed. The presentation will review the rise and fall of various self-help and consumer groups.  The evolution of research and intervention approaches to both victims and offenders will be discussed.

"Research Presentation: Effects on Clients of Sexual Abuse by Clergy, Mental Health Practitioners, and Medical Practitioners"
The general absence of data comparing the aftermath of sexual abuse by various kinds of professionals led to the present study. In this plenary, presenters will compare 91 victims/survivors of sexually abusive mental health care, 30 victims/survivors of sexually abusive medical care, and 28 victims/survivors of sexually abusive clerical practice.The presenters will focus on the ef~ects of the abusive relationships, on healing and empowerment strategies used by victims/survivors, and at implications for subsequent treatment or pastoral care.

"The Power of Breaking Silence"
In 1992, world media focused attention on the sexual abuse crimes of former Roman Catholic priest, James Porter.Twenty-seven years after having been abused by Porter, and hoping to prevent any further victimizations, Frank Fitzpatrick used his skills as a private investigator to locate Porter and more than 130 of Porter's other victims. Through the refusal of more than 30 victims to remain silent, this case was brought forcefully to the public's attention. Over 100 of Porter's other victims have subsequently become activists. In 1993, Porter pleaded guilty to sexually assaulting 28 children: He is now in prison. This multimedia session will explore the experiences of Porter's victims and other victims of sexual abuse by clergy, the ways in which Fitzpatrick sought and located Porter and his victims, and on attempts by the Church to hide Porter's activities and those of other abusing clergy.

"Boundary Violations and the Psychoanalytic Training System"
Sexual and nonsexual boundary violations grow out of a system that transcends the individual psychopathology of the transgressing analyst. This presentation will systematically examine compone~~ts of the psychoanalytic training system that may serve as contributing factors to the development of boundary violations in the individual analyst who is part of the system.These include issues related to supervision, autonomy, privacy, idealization, post-termination boundaries in institutes, power and authority.   Strategies to deal with some of these problematic issues will be discussed.

"The Problem With False Shepherds"
The problem of professional misconduct by clergy involving sexual abuse ("false shepherds") which surfaced 15 years ago remains all too common in our religious settings and has a profound impact on individuals and congregations. Patterns of institutional intransigence have become clearer and still present a challenge to those who would like to see religious institutions hold their professionals to a high standard of practice.What are the blocks to effective intervention and prevention? How are current legal actions affecting religious institutions' ability to respond appropriately to professional misconduct? What are the successes? This presentation will address these issues and suggest some possibilities for the next steps.

"Risk Management: An Update on the Legal Perspective"
An explosion of lawsuits based on allegations of sexual misconduct has many professionals, and the organizations that employ them, concerned about their liability exposure.This session will review the latest developments in civil and criminal law related to the prevention of and remedy for sexual misconduct in psychotherapy, health care, and pastoral counseling by clergy.The session will examine the legal differences between clergy malpractice and breach of fiduciary duty by clergy The session will provide an update on professional liability insurance coverage in cases of sexual misconduct.   In particular, caps on coverage and exclusions to coverage will be analyzed. Finally, recent developments in the regulations and rulings of Boards of Registration will be reviewed.

ABOUT THE BOSTON PSYCHOANALYTIC SOCIETY AND INSTITUTE

The Boston Psychoanalytic Society and Institute (BPSI), which celebrates its sixty-fifth anniversary in 1998, is a membership organization with three principal programs: professional training, scientific activities, and service to the Boston and New England community of those interested in psychoanalysis and its applications.

Professional training is offered to psychiatrists, psychologists and other mental health professionals, and to those in other fields of research who have an interest in psychoanalytic knowledge. BPSI conducts monthly scientific meetings and seminars, sponsors research on psychoanalysis and its applications, and organizes workshops and symposia designed to interest the community.

The Program in Psychoanalytic Studies enrolls hundreds of postgraduate students annually and offers courses on normal and abnormal psychology, family and group therapies, and life cycle studies, along with seminars specifically designed for members of the legal profession. A well-respected three year program for psychotherapists has been offered for the last eighteen years.

Currently, BPSI is involved in a variety of collaborations with community groups interested in interaction with psychoanalysis: academia, theater and the arts, business, the gay and lesbian community, child welfare in war and peace, day care centers, parenting, and concerns about infants and toddlers with a history of abuse.

CONTINUING EDUCATION CREDITS

Physicians. The American Psychoanalytic Association is accredited by the Accreditation Council for Continuing Medical Education (ACCME) to sponsor continuing medical education for physicians.  The American Psychoanalytic Association designates this continuing medical education activity for 1 1.0 credit hours in Category I of the Physician's Recognition Award of the American Medical Association.

Psychologists. The Boston Psychoanalytic Society and Institute is approved by the American Psychological Association to offer continuing education for psychologists. The Boston Psychoanalytic Society and Institute maintains responsibility for the program. This program has been approved for 11.0 continuing education credits for psychologists.

Social Workers. Please contact the BPSI Administrative Office regarding continuing education units for social workers.
